What is a school site?

LocatED has individual acquisition budgets to spend on sites that can deliver 10,000 to 175,000 sq. ft. gross internal floor area. These can be brownfield; greenfield; mixed-use sites; and existing buildings, that can satisfy the building size requirements.

LocatED does not dictate the acreage of sites required for schools as we can deliver large schools over multiple storeys on very restricted sites in many areas – the key is the ability to deliver the required floor area. Sites can be:

  • Whole or part buildings with development/extension capability
  • Land and development sites on or off market
  • Derelict and heritage buildings
  • Sites of all planning designations
  • Space as part of wider developments.

Josh MacAlister MP, Minister for Children, Families and Wellbeing, visited St Joseph’s Catholic Primary School in Poole, which is one of the 23 schools across England with solar panels now installed as part of the GBESP. The programme, delivered by LocatED, is helping the schools involved to generate clean electricity whilst reducing energy bills to free up funds in school budgets.  

As well as installing a 36.75 kWp solar panel array, St Joseph’s Primary School of the Plymouth CAST Multi Academy Trust received LED lighting across the site, and two electric vehicle charging points. 

During the visit, Minister MacAlister was shown the school’s many innovative sustainability initiatives, alongside their new solar panel array which is massively reducing the school’s carbon emissions and energy costs.  

This included the Minister hearing about the behaviour change workshops which are promoting greener habits, raising awareness about efficient energy use, and empowering students and staff to take a leading role in climate initiatives. 

Throughout his visit, Minister MacAlister engaged in several discussions with the pupils and staff who expressed their passion for climate action, telling him how the various strategies are helping them to develop confidence and environmental stewardship.  

The school has received just under £80,000 in grant funding from the GBESP, which is generating considerable savings already. A 24% reduction in gas use, and a 36% cut in electricity use is projected to save the school £8,500 annually. The savings made by the programme will go straight back into pupil learning, as well as funding further energy efficiency measures.

The Department for Energy Security and Net Zero (DESNZ) has announced that an extra 50 schools across England will receive solar panel installations as part of the GB Energy Solar Partnerships programme (GBESP), with £20 million of additional funding. LocatED has led delivery so far, working with appointed partners Mace, Barker and AECOM, in supporting the governments mission to make Britain a clean energy superpower. 

The expansion brings the total number of schools benefiting to over 250, up from the 200 originally announced in March, with all schools set to save an estimated £115 million over the panels’ lifetime. To date, LocatED has supported 23 schools nationwide through the GBESP, helping them cut energy bills. With strong interest and demand for the programme, an additional £20 million in funding will enable even more schools to save by switching to solar energy. 

With the installation of the solar panels, not only have schools been able develop their buildings to be more climate resilient, but they have been mobilised to reinvest their savings into vital school services.  

The announcement reflects the huge successes of the GBESP so far, and the progress which has been made by LocatED’s Net Zero Accelerator since its launch in 2023. 

The planned expansion of the programme marks great progress in the collaborative work between the government and Great British Energy and is fundamental for accelerating towards the clean energy by 2030 mission.  

 The scheme will continue to target schools and colleges in areas of England that are most in need. As such, the schools that have been selected, are primarily clustered in areas of deprivation in the North East, West Midlands and North West.

Apprenticeships at LocatED 

LocatED has partnered with the University College of Estates Management (UCEM) to develop an Apprenticeship Surveyor Programme. This combines hands-on experience, structured learning, and development opportunities to support apprentices in completing the Assessment of Professional Competence (APC) through the Commercial Real Estate pathway. External apprenticeships across IT, finance and HR are also being facilitated.

Our Graduate Surveyor Programme 

The LocatED Graduate Surveyor Programme provides a mix of hands-on experience, structured learning, and development opportunities to support you in successfully completing the Assessment of Professional Competence (APC). Graduates who pass the APC gain membership to the Royal Institution of Chartered Surveyors (RICS) through the Commercial Real Estate pathway.

The LocatED team recently attended the Government Property Awards in the heart of Westminster. The ceremony was a fantastic chance for our team to reflect on all the hard work and success that our colleagues have achieved, whilst highlighting the vital role property professionals play in supporting government objectives and creating positive outcomes.

Our Net Zero Accelerator programme took home the Sustainability award, demonstrating exceptional commitment to sustainability initiatives within education estates. Will Attlee, Paul Broadbent and Nadia Persaud were there to receive the award but it was the collective excellence of everyone involved in the NZA  that won this award. A special mention to Sarah Francis, Ruth Cunningham, Jeremy Aston, Dan Armitage and Will Mumford, who have all contributed to the success of the programme, and continue to be a credit to LocatED.

In the individual categories, two members of the LocatED team were honoured for their outstanding contributions. Tom Muldowney was recognised with the Apprenticeship Contribution award, celebrating his journey as a mature apprentice who has demonstrated the values that define LocatED’s approach to professional development. Tom’s recognition reflects his passionate commitment and driven approach, qualities that exemplify the professionals within the LocatED team.

The Rising Star award was presented to Alex Aiacoboaie, whose achievements during his sandwich year placement with LocatED have been truly impressive. Currently studying Quantity Surveying at Bristol University, Alex has made significant contributions to the organisation whilst gaining valuable industry experience. His success demonstrates LocatED’s commitment to supporting emerging talent and providing meaningful opportunities for the next generation of property professionals.

The triple success at the Government Property Awards is a genuine recognition of the entirety of LocatED, and we are thrilled to celebrate our accomplishments with these three awards.

LocatED will move into the Department for Education by April 2026 to create better learning environments for pupils across England, ensuring every child has access to high-quality school facilities that support their educational achievement.

The integration will combine LocatED’ s exceptional commercial property expertise with the Department’s deep understanding of what schools need to deliver outstanding education, whilst delivering maximum value for taxpayers.

This move follows the Cabinet Office review of all Arm’s Length Bodies across government announced in April 25.

LocatED was established in 2017 to support the delivery of world-class education settings across England including buying, developing, and managing sites for schools and colleges as well as strategic property advice to government and education bodies to help build a more efficient education estate.

This move will bring LocatED’s comprehensive property expertise directly into the Department for Education, creating a unified approach to managing and developing the education estate.

Department for Education Permanent Secretary, Susan Acland-Hood, said: 

“LocatED will bring commercial property expertise into the heart of the Department for Education to help us manage and transform the education estate, make it sustainable, give great value to the taxpayer, and support excellent outcomes for children and young people. I’m delighted to be welcoming LocatED colleagues even more closely into the Department.”

Lara Newman, Chief Executive at LocatED, said:

 “I’m incredibly proud of what we’ve achieved since our establishment in 2017. Our success has been built on the specialist expertise of our team, our can-do approach to problem-solving, and the strong relationships we’ve developed with clients, partners and stakeholders.

This joined-up approach will strengthen the department’s ability to support the education sector by combining LocatED’s commercial expertise with the department’s capability in delivering capital programmes, policy knowledge, and strategic oversight.

The unified team will be better positioned to identify opportunities, streamline processes, and deliver more coherent support to schools, academy trusts, local authorities, and other education providers requiring specialist property guidance across the complete property lifecycle.

LocatED and the Department for Education will work closely together to ensure seamless continuity of all services and projects throughout the transition, which is planned to complete by April 2026.

LocatED and the Department for Education (DfE) have announced the appointment of delivery partners to manage decarbonisation interventions in three nationwide lots of 47 schools and colleges, as part of GB Energy Solar Partnerships programme.

The initiative will target a total of 141 schools and colleges across three lots in 2025-26, supporting the government’s mission to make Britain a clean energy superpower while breaking down barriers to opportunity.

This programme is part of Great British Energy’s £200 million investment to install solar panels on approximately 200 schools and 200 NHS sites across the UK. Estimates suggest that a typical school could save up to £25,000 per year on energy bills through these measures.

In addition to the installation of solar PV, schools will be receiving a suite of measures to help reduce energy consumption, bills and carbon emissions. This includes a behaviour change programme, empowering the whole school community to make a positive impact and optimisation of existing controls to help reduce energy consumption. These measures are already having a positive impact on our 50 pathfinder schools, where in some cases we are seeing energy consumption reduce by up to 20 percent.

LocatED has appointed Mace, Barker and AECOM to deliver the project with the process of selecting schools to participate in the next phase already underway.

The project builds on LocatED’s successful Net Zero Accelerator Pathfinder, which has already delivered decarbonisation measures to 50 schools since autumn 2024. These interventions included behaviour change workshops, improved energy data gathering and solar panel installations.

The initiative contributes to the DfE’s Sustainability and Climate Change Strategy, which aims to achieve a 75% reduction in emissions by 2037. It represents a key component of Great British Energy’s first major project, announced in March by the Energy and Education Secretaries.

The project will:

  • Help schools reduce energy bills while generating renewable energy
  • Simplify the complex process of school and college decarbonisation
  • Make clean energy solutions more accessible to educational institutions
  • Support the government’s commitment to tackle climate change

This work follows a feasibility study conducted by LocatED in autumn 2023, which demonstrated the potential range of decarbonisation interventions, their carbon reduction impact, delivery costs and income generation potential

Lara Newman, Chief Executive of LocatED, said: “This appointment marks a significant milestone in our efforts to help the education sector reach Net Zero. By combining our understanding of the commercial property market with our commitment to creating value for the education sector, we are protecting taxpayer interests while delivering meaningful environmental impact.”

The delivery partners will commence work immediately, with the first installations expected to be completed in schools by late 2025. The project will prioritise schools in areas of deprivation in the North East, West Midlands and North West, as part of a wider programme to target at least 10 schools in each region this financial year.

Further education colleges in each cluster will work with appointed contractors to promote careers in renewables, supporting growth in the construction and renewables workforce through work placements, skills bootcamps and workshops.

An important element of the scheme will be engaging pupils, sparking their curiosity about smart energy use and the important role each of us plays in achieving net zero.”

Supporting the DfE and LocatED in accelerating the decarbonisation of schools is a critical opportunity to create more sustainable public sector estates as part of the UK’s broader energy transition. At Mace, our focus on early engagement and actionable decarbonisation plans will help drive this initiative, creating powerful legacies and bringing long term resilience to the education sector.”

We are excited to see our proposed concepts being tested and are confident that they will pave the way for sustainable transformations in the education sector. This programme is a critical step in achieving the government’s ambitious net zero targets, and we are honoured to contribute to this vital cause.”

Today marked the start of construction on this £30+ million mixed-use collaboration between LocatED and South West London and St George’s Mental Health NHS Trust.

The ambitious redevelopment will deliver:

  • The new London River Academy – a specialist 90-place school for children with social and emotional mental health needs, operated by the Beckmead Trust
  • A state-of-the-art NHS mental health facility providing vital community services

Our team, including Chief Executive Lara Newman, was on site for this significant milestone. As Lara said at the ceremony: “By working closely with our NHS partners and the Beckmead Trust, we’re demonstrating how collaborative approaches can transform public services and deliver exceptional facilities for the communities we serve.”

This project exemplifies our commitment to innovative public sector partnerships that maximise the value of government land. The redevelopment showcases what can be achieved when education, healthcare and community needs are addressed through practical, purpose-built solutions.

The school is scheduled to open in 2027 as part of a wider regeneration of this historic site.
